Simple processing, re-packaging, labeling, sorting, and assembly are freely permitted across the territory. For larger-scale or specialised production, dedicated factory space within the Tai Po, Yuen Long, or Tseung Kwan O Industrial Estates is recommended.

Only four categories are dutiable in Hong Kong — liquor, tobacco, hydrocarbon oil, and methyl alcohol. Storing, manufacturing, or trading these goods requires a specific Customs and Excise Department licence, typically alongside a bonded warehouse.
